The Project

Project activities

The following activities are planned in the project:

  1. Kick-off meeting in Poland – April 2023 – with the participation of an online Norwegian expert and 30 participants to develop a plan and strategy for the implementation of the project The expert will present best practices, measures or models for the development of bilateral dialogue on measures to solve the refugee crisis and the government's involvement in the trilateral model.
  2. National workshops in Poland – June 2023 – with the participation of a Polish expert, where Norwegian best practices will be presented and the possibilities of conducting advanced social dialogue, providing information and actions to solve the Ukrainian refugee crisis in Poland will be discussed. Thirty participants will receive tools to increase the capacity of social partners to engage in trilateral social dialogue, including through simulation sessions aimed at jointly defining actions for the integration of Ukrainian refugees into the labour market.
  3. Promotional campaign. Activities disseminating the objectives of the project, among others, through the preparation of a website presenting the most important events, updating social media profiles, newsletters, an instructional video, and online broadcast of events and publications addressed to Ukrainian refugees.
  4. Methodological research – surveys and in-depth interviews with various stakeholders: trade unionists, Ukrainian refugees and employers, etc. Preparation of the report "Counteracting the crisis of Ukrainian refugees in Poland by improving dialogue and social cooperation". Analysis of the challenge posed by the Ukrainian refugee crisis in Poland and explanation of how social dialogue and trilateral cooperation can limit its negative social and economic effects.
  5. Round table – November 2023 – The one-day meeting will be attended by 40 participants, including local, regional and national social partners, companies, trade unions, government authorities, labour inspectorates, to discuss possible ways to develop tripartite social dialogue in Poland in connection with the refugee crisis in Ukraine and how Norwegian best practices can be implemented into the Polish system. The rights and obligations of Ukrainian refugees as workers will also be presented.
  6. Appointment of a "Labour Rights Consultant for Third-Country Workers" from September 2023 to January 2024 for social partners, individual employers and refugees, migrant industrial workers. The advisor will be available to anyone who will be able to meet him at the headquarters of ZZPPM, consult by phone or e-mail. The consultant's main area of activity will be the rights and obligations of workers from third countries, but he will also work on other topics related to decent work (such as undeclared work, equal treatment, health and safety, etc.).
  7. Final conference – February 2024 – presentation of the results of the project and the report "Counteracting the refugee crisis in Ukraine in Poland by improving dialogue and social cooperation". The meeting will be attended by 60 participants and will discuss the results achieved through bilateral cooperation with Norway, the support obtained from the Innovation Norway Fund and future plans for strengthening social dialogue and trilateral cooperation as an instrument of economic stability and social inclusion.
